HISTORY

 

1994

Project planning of Terminal Teluk Lamong based on the study until 2010 that the container, liquid bulk, dry bulk, and general cargo flow will be in overcapacity. From the result of pre-feasibility study from Community Service Institution (LPM) of Institut Teknologi Sepuluh Nopember Surabaya, it is recommended that Tambak Osowilangun, Kecamatan Benowo area is the most decent location.

1997

  • Issuance of Decision of Transportation Minister No. 4 year 1997 on Granting the Permission for PT Pelabuhan Indonesia III to dredge (reclamation) the 350 hectares of Coastal Waters in Regional Work Environment of Tanjung Perak Port and Gresik Port.
  • Feasibility study on development of Lamong Port East Java in 1997 done by Dwipantara Transconsult with MAP Services Pte. Ltd. and SPECS Consultants Pte. Ltd. from Singapore recommended development of Tanjung Perak towards the estuary of Lamong River and Lamong Bay with a reclamation of 350 hectares is feasible.

2002

  • Surabaya City Government issued a Decree No. 188.45/164/402.1.2/2002 dated 15 April 2002 on The Establishment of Development Assistance Team for Port Tanjung Perak toward Lamong River Estuary and Lamong Bay. The team consisted of Surabaya City Government, PT Pelabuhan Indonesia III (Persero), PT Terminal Petikemas Surabaya (PT TPS), and ITS.
  • Director General of Sea Transportation issued a letter No. PP.75/1/11-02 dated 26 August 2002 to the Mayor of Surabaya regarding the support recommendation for preparation of Tanjung Perak Port Master Plan (RIP) as the basic guideline for port development.
  • The Mayor of Surabaya replied with a letter numbered 050/2116/402.5.1/2002 dated 4 December 2002 to Director General of Sea Transportation regarding the development of Tanjung Perak Port towards the west, nearing industrial area around Tambak Osowilangun and Margomulyo.

2003

  • The Mayor of Surabaya issued a location permission for the need to build entry access towards Teluk Lamong Port facilities in 12 June 2013 with a Decree No. 460.135.01-05-NF.1.S.-2003.
  • Signing of a Memorandum of Understanding No. 552/2794.1/402.1.2/2003 HK.0501/23/P.III-2003 with Surabaya City Government regarding the development plan for Tanjung Perak Port in Teluk Lamong on 23 July 2003 in the office of SOE Minister. The agreement was signed by the President Director of PT Pelabuhan Indonesia III (Persero), Mayor of Surabaya, as well as SOE Deputy Minister of Business Logistics and Tourism with a plan area of 386.12 hectares (ha).

2005

Construction of Terminal Teluk Lamong is yet to be started since the reclamation recommendation was only 50 ha.

2007

A revised analytical study on environmental impact (Amdal) was started in September.

2008

Agreement of Terms of Reference on Amdal was issued in October based on the Letter from the Ministry of Environment No. 828 year 2008.

2010

  • PT Pelabuhan Indonesia III (Persero) acquired a revised Amdal in January from Commission of Amdal Committee and in process of environmental feasibility (KLH).
  • Construction was hindered again since the KLH recommendation can only be issued after environmental strategic studies (KLHS) in Lamong Bay area was done.
  • PT Pelabuhan Indonesia III (Persero) took the initiative to compile a KLHS database in cooperation with similar initiators in Terminal Teluk Lamong. As a result, the construction location for Terminal Teluk Lamong may be developed up to 500 ha.
  • Based on the Decree from the Environment Minister No. 256 dated 5 October 2010, Amdal approval for the development of Tanjung Perak Port was successfully acquired.

2011

Groundbreaking for the development of Package A (dock) by the SOE Minister.

2013

  • Conducted a procurement work contract for ten new units of Ship to Shore (STS) crane with Konecranes Finland Corporation with a work scope of equipment procurement, STS crane assembly and construction, testing, and equipment testing.
  • Conducted a procurement work contract for 20 new units of Automated Stacking Crane (ASC) and five new Straddle Carriers with a work scope of equipment procurement, assembly and construction, testing, and equipment testing.
  • Conducted a procurement work contract for 50 new units of Combined Terminal Tractor Trailer (CTT) with Gaussin SA Carriers with a work scope of CTT V.4 truck procurement, CTT assembly and construction, and transfer of rights and ownership for the CTTs.

2014

  • PT Pelabuhan Indonesia III (Persero) inaugurated the operation of Terminal Teluk Lamong. The inauguration was marked with a loading and unloading service of a domestic ship from PT Maskapai Pelayaran Pulau Laut, MV Intan Daya 4.
  • PT Pelabuhan Indonesia III (Persero) cooperated with a Dutch Company, Van Oord Dredging and Marine Contractors BV (Van Oord) to execute the dredging for Surabaya West Sailing Channel (APBS). In 2014 the groove depth was around -9 to -9.5 meter low water spring (LWS).
  • The groove depth of Terminal Teluk Lamong was deepened into -14 meter LWS and will be deepened to -16 meter LWS in the next phase.

2015

  • Terminal Teluk Lamong acquired a certification in port security (ISPS Code) from the Transportation Ministry.
  • Joko Widodo, the President of Indonesia, inaugurated Terminal Teluk Lamong and APBS revitalization after a concession agreement between the Transportation Ministry and PT Pelabuhan Indonesia III (Persero).
  • The first international ship stopover during Terminal Teluk Lamong inauguration was by MV Marine BIA with a capacity of 1,200 TEUs and departed from Singapore port.
  • The first operation of dry bulk with truck lossing system.
  • Opening new direct shipping routes of Surabaya-Shanghai as a result of cooperation between three large shipping companies from Korea: Heung-A, CK Line, and Sinokor.

2016

  • A handover of two additional domestic STS to Terminal Teluk Lamong, making the total number of STS into seven units, consisting of five domestic STS units and two units of international STS.
  • MV Patraikos, a ship with a capacity of 4,400 TEUs conducted a loading and unloading activity in Terminal Teluk Lamong. This proved that the Company is ready to become a loading and unloading dock for ships with a capacity of 4000-8000 TEUs.
  • Three additional units of STS cranes to accelerate the loading and unloading process, completing the existing STS cranes in Terminal Teluk Lamong into ten units.

2017

  • Commencement of pilot testing for dry bulk operations with conveyor and silo in Terminal Teluk Lamong with MV Giorgis, a ship with a capacity of 41,670 tons.
  • The dry bulk unloading service officially opened with a service to MV Palona which was loaded soybens and has a capacity of 30,262 tons.
  • Development of stacking field capacity from 16 ha or five blocks into 25 ha or 10 blocks of stacking field or Container Yard (CY). The additional CY area is equipped with ten additional ASC units, marking the total of 20 ASC units in the area.
