Tanjung Perak Port, Indonesia's second largest port, has a strategic role in supporting East Java's economic growth, especially in non-oil and gas industry and commodities. Economic Growth of East Java in the Year 2009 to 2012, always higher percentage compared with National Economic Growth. The average growth rate is 0.52% above National Growth. In addition, Tanjung Perak Port is also the center of goods distribution throughout Eastern Indonesia Region (figure 1.1). This is what makes the service user port in Surabaya in particular, require more effective and efficient service from port service providers so that the distribution of goods to be faster, safer and with adequate cost.

Tanjung Perak Port, under the management of PT Pelindo III (Persero) with 7 other regions, including Central Java (Semarang, Cilacap), Central Kalimantan (KUMAI, Pangkalan Bun, Sukamara, Bumiharjo, SAMPIT, Kuala Pembuang, Samuda, Pagatan-Mendawai, Bagendang, Pulang Pisau, Kuala Kapuas, Bahaur), South Kalimantan (BANJARMASIN, Basirih, KOTABARU, Pagatan, Great Stone Mountain, Batulicin, Satui, Stagen, Mekar Putih), West Nusa Tenggara (LEMBAR, BIMA, Badas), East Nusa Tenggara (TENAU / KUPANG, Kalabahi, Waingapu, MAUMERE, Ende, Ippi) and Bali (BENOA, CLK BAWANG).

However, with the potential for positive growth, Tanjung Perak Port found considerable challenges, namely the increasingly crowded queue of goods distribution flow. In 2009, container flow in PT Pelindo III (Persero) was recorded at 2.9 million TEU's or 2.4 million boxes. While in 2010 as many as 3.2 million TEU's or 2.6 Million Boxes. In 2011, PT Pelindo III (Persero) recorded 3.6 million TEU's or 2.9 million boxes. And 2012 as many as 3.9 million TEU's or 3.3 million boxes. While in 2013, PT Pelindo III (Persero) record the flow of containers as much as 4 million TEU's or 3.5 million boxes. The achievement of the year 2013 is still dominated by Tanjung Perak Port with 2.8 million TEU's, followed by 450 thousand TEU Semarang Container Terminal and the Banjarmasin Container Terminal of 295 thousand TEU's. The rest is spread over other Pelindo III areas.

The results achieved in the period is not comparable with the capacity of PT Pelindo III (Persero). In 2012 alone, the capacity of PT Pelindo III (Persero) in container flow is only 2.1 million TEU's. Whereas the current demand for containers and achievements is 3.9 million TEU's. This means a deviation of 1.8 million TEU's within a year (figure 1.2.). Resulting in heavy queues and high logistics costs. If the condition is left it will certainly give negative impact and bad tendency for logistic world in Indonesia. In addition, the trend of container and other production flows continues to increase from year to year.

For that reason, PT Pelindo III (Persero), together with the region in its environment, develops its business potential and expands its service area by building new ports which are expected to decompose the density of the production flow of goods, and provide services with adequate capacity, equipment and facilities. One of them, PT Lamong Bay Terminal. PT Lamong Bay Terminal is a subsidiary of PT Pelindo III (Persero) which was established on December 31, 2013 and then, is to provide answers to the major challenges of goods production flow, especially in Eastern Indonesia (KTI). Lamong Bay Terminal Development is included in Masterplan Economic Development Acceleration and Expansion (MP3I). With the construction and operation of Lamong Bay Terminal, it is expected to reduce the waiting time (queue) of the Ship at Tanjung Perak Port in particular, as the gateway of East Java and Eastern Indonesia's economy.
